Methodology
Latency is measured at the API boundary: time from inbound request received to response body sent. Network egress to the caller is excluded; bring your own measurement to compare end-to-end.
Uptime is computed against successful responses (HTTP 2xx) on the canonical health probe /api/charts/status from three independent regions: Virginia, Frankfurt, Singapore. A region is counted as "down" if >5% of requests return non-2xx for >60 seconds.
